Why can't shoes be made with more than one size heel?

I love to wear strappy shoes, but they are usually on high heels. I can't wear high heels because of my back, so why can't shoes be made in more than one size heel?.

Actually, I was looking in Time magazine the other day, and they have made shoes with collapsable heels. It's really cool, the heel goes from 2 inches, to 1 inch, to half an inch, to a flat. But, I don't know where to get a pair.
